My eldest son was 4 months old when he was put on skim milk powder. Formulas were all too rich for him.
I was told by other mothers it would stunt his growth and make him not as strong as others as he got older.
Boy were they wrong.
He is now 35 6'3" tall and about 260lbs. He runs in local marathons and is a welder by trade so lots of heavy duty lifting and work. oh yes the 260 lbs is solid muscle no fat at all. He drinks 2% milk now but the homo is still too rich for his system.
I don't think he suffered at all.

I have been using dry milk since my daughter was a baby and the doctor wanted to cut down on the amount of milk she drank because of the fat. We just switched to dry. My daughter is almost 34 now and still drinks powdered milk, as does her daughter. So we all save money and fat calories. It tastes good once you are used to it and make sure it is good and cold.
